Removes the four-year requirement of classroom or administrative experience for school superintendents and replaces it with a requirement to hold a bachelor's degree from an accredited college or university.

Maintains the existing requirement that superintendents hold a valid administrator's license issued by the State Department of Education.

Amends the nontraditional route for administrative licensure to require at minimum a bachelor's degree from an accredited college or university, removing a previous five-year administrative or supervisory experience requirement for certain advanced degree holders.

Applies effective date of July 1, 2013 for all changes made by the act.
