Restricts operation of off-road vehicles on public property to persons with a valid driver's license or completion certificate from an approved off-road vehicle safety course.

Requires all persons under 16 years of age operating or riding on off-road vehicles on public property to wear a crash helmet meeting National Highway Traffic Safety Administration standards (49 CFR 571.218).

Establishes off-road vehicle safety courses through the Cooperative Extension Service using 4-H materials and any organizations approved by the Department of Public Safety, with certificates issued upon completion.

Defines "off-road vehicle" to include all-terrain vehicles (ATVs), dirt bikes, and recreational off-highway vehicles, with specific size and weight specifications for each category.

Clarifies that the law does not authorize operation of off-road vehicles on public roads or highways; violations are punishable by fines between $25 and $50; effective July 1, 2013.
