Repeals sections 63-13-1 through 63-13-29 of Mississippi Code, eliminating the Mississippi Motor Vehicle Safety Inspection Law.

Transfers window tint inspection responsibilities from motor vehicle inspection stations to the Department of Public Safety, which shall conduct tests and charge a $5.00 fee for compliance certification.

Adds a new $3.00 registration fee on all license tags and decals to be remitted to the Department of Public Safety and deposited in the State General Fund.

Amends school bus inspection requirements to reference regulations promulgated by the State Department of Education instead of state law, maintaining safety inspection standards for student transportation vehicles.

Becomes effective July 1, 2013.
