Creates the Teacher Classroom and Disciplinary Control Act giving public school teachers total autonomy over classroom management, instruction, and discipline provided methods comply with State Board of Education rules and local school board policies.

Establishes the teacher as the singular authoritative disciplinarian in the classroom with power to reprimand and discipline disruptive students without administrative interference if discipline complies with the district's code of student conduct.

Requires administrators who receive teacher referrals for student removal to consider the teacher's recommendation and provide written justification if disapproving the removal recommendation; limits removal to one day if administrator disapproves.

Mandates parent-student-teacher-administrator conferences before a removed student returns to the classroom to discuss disruptive behavior.

Amends Section 37-11-55 to require school codes of conduct to recognize the teacher as the singular authority in classroom matters consistent with this act; effective July 1, 2013.
