Modifies the commission composition that oversees use of municipal special sales tax revenue, reducing business community representatives from 4 members to 0 and increasing at-large mayoral appointments from 3 to 7 members.

Commission members appointed at large by the mayor now serve initial terms of 2 years (2 members), 3 years (2 members), and 4 years (3 members), with subsequent appointments for 5-year terms.

Retains appointments of one member each by the Governor, Lieutenant Governor, and Speaker of the House of Representatives, all serving 4-year initial terms as residents of the municipality.

Commission of 10 voting members must establish a master plan for road, street, water, sewer, and drainage projects with input from the municipality and monitor municipal compliance with the plan.

Special sales tax provisions remain capped at 1% and require a 3/5 majority voter approval in a municipal election; the tax authorization repeals July 1, 2032, or July 1, 2014 if not adopted by that date.
