Moves county board of education elections to coincide with presidential elections beginning in November 2016 and every four years thereafter, with members serving four-year terms instead of staggered terms.

Applies the same election timing and four-year term requirements to consolidated school district boards and line consolidated school district boards of trustees.

Applies the same election timing and four-year term requirements to special municipal separate school district boards of trustees where the district encompasses less than the entire county.

Establishes transition provisions so that incumbent board members' terms expire on the first Monday of January 2017, with vacancies filled by appointment or special election as needed.

Repeals existing statutes that provided alternative methods for electing trustees of consolidated, line consolidated, and special municipal separate school districts.
