Authorizes the Mississippi Department of Agriculture and Commerce to issue certificates of free sale for agricultural products grown, manufactured, or distributed in Mississippi to facilitate exports to importing states and foreign countries.

Defines "agricultural products" to include raw or processed commodities, livestock-derived products for human or livestock consumption, and agricultural inputs such as fertilizers and soil amendments.

Requires written requests for certificates containing business name, physical address, operation type, product details (name, manufacturer, size), destination country(ies), and number of certificates needed.

Permits the department to request labeling information, promotional materials, formulas, marketing clearance letters, and distribution records for each product, with foreign language labels requiring English translations in final format only.

Stipulates that the requesting business must be in good standing with the Mississippi Secretary of State's office and that the department assumes no legal liability for issued certificates.
