Removes restrictions preventing corporations and nonresident aliens from purchasing tax-forfeited lands in Mississippi.

Allows any individual, corporation, or association holding a valid mortgage, deed of trust, or security interest in tax-forfeited lands to purchase those lands regardless of acreage.

Requires lands purchased by mortgagees to be held for the mortgagor's benefit under the original mortgage terms, with reconveyance required upon debt payment.

Mandates transfer of ownership and possession of purchased tax-forfeited lands within 20 days of purchase, with a maximum of 30 days.

Takes effect July 1, 2013.
