Amends Section 71-5-353 to transfer approval authority for workforce enhancement training at proprietary schools and colleges from the State Board for Community and Junior Colleges to the Commission on Proprietary School and College Registration.

Brings forward Sections 37-153-5 through 37-153-13 regarding workforce investment boards and development centers for purposes of possible future amendment, establishing definitions, board composition, duties, and organizational structure.

Establishes the Mississippi State Workforce Investment Board with 39 voting members (majority from business and industry) and requires coordination of all state training programs and funds under workforce development system.

Creates local workforce investment boards for each of four state workforce areas and workforce development centers affiliated with community colleges to provide assessment, training, and placement services.

Takes effect July 1, 2013.
