Prohibits sale, offer for sale, or distribution of alternative nicotine products (including electronic cigarettes and nicotine-containing products) to individuals under 18 years of age.

Defines "alternative nicotine product" to include electronic cigarettes and any product containing nicotine that can be ingested by chewing, smoking, absorbing, dissolving, inhaling, or other means, excluding traditional tobacco products and FDA-regulated drugs or devices.

Requires age verification before sale by examining government-issued photographic identification for individuals appearing under 27 years old, or using third-party age verification services for internet and remote sales.

Establishes penalties of $50 for first offense, $75 for second offense, and $100 for third or subsequent offense.

Takes effect July 1, 2013.
