Requires Medicaid recipients aged 13 years and older to submit to random drug testing to maintain eligibility for benefits.

Disqualifies recipients who test positive for any controlled substance without a valid prescription from receiving Medicaid benefits for a minimum of 90 days.

Allows recipients to reapply for benefits after the 90-day disqualification period and restore eligibility upon passing a subsequent drug test.

Designates the State Department of Health to administer drug tests, with costs paid by the Division of Medicaid.

Amends Section 43-13-115 to require applicants and recipients to comply with drug testing provisions to maintain Medicaid eligibility, effective July 1, 2013.
