Amends Mississippi Code sections 19-9-11, 19-9-13, and 21-33-307 to require a mandatory election before counties or municipalities can issue bonds.

Eliminates the previous provision allowing bonds to be issued without an election if fewer than 20% of county electors (or 1,500, whichever is less) filed written protests.

Requires county boards of supervisors and municipal governing authorities to publish a resolution of intention to issue bonds once weekly for at least three consecutive weeks, with first publication at least 21 days before the proposed issuance date.

Mandates the same publication requirements for election notices, with first publication at least 21 days before the election date and final publication no more than seven days prior.

Requires submission to the U.S. Attorney General or District Court for the District of Columbia under the Voting Rights Act of 1965 before the act takes effect.
