Requires any person purchasing an untitled motor vehicle with intent to sell individual parts to wait 30 days before disassembling the vehicle.

Mandates notification to local police or sheriff's department including vehicle description, vehicle identification number, and photograph of the vehicle.

Amends Section 63-21-39 to require parts dealers and scrap metal processors to submit transaction statements to the Department of Revenue within 72 hours or via electronic system.

Specifies that transaction statements must include vehicle description, owner information, driver's license number, vehicle age certification (at least 10 model years old), and business acquiring the vehicle information.

Takes effect July 1, 2013.
