Requires all Mississippi employers to verify employment authorization of newly hired employees using the E-Verify system, with phased compliance deadlines based on employer size (250+ employees by July 1, 2008; all employers by July 1, 2011).

Mandates employers file a signed legal employment affidavit with the Secretary of State by July 1, 2013, certifying they do not knowingly employ unauthorized aliens.

Establishes penalties for violations including cancellation of state contracts (up to 3 years ineligibility), loss of business licenses (up to 1 year), permanent license revocation for second violations, and repayment of economic development incentives within 30 days.

Makes it a felony for unauthorized aliens to accept employment, punishable by 1-5 years imprisonment and fines of $1,000-$10,000.

Requires the Attorney General to provide complaint forms, investigate violations, and maintain public lists of registered employers and those charged with violations; filing false complaints is a misdemeanor.
