Deletes the July 1, 2013 repeal date for Section 83-64-1 of the Mississippi Code, allowing health discount plan regulations to remain permanently in effect.

Requires health discount plans to clearly state in bold, prominent type that the plan is not insurance in all advertisements, policies, documents, and communications.

Mandates that discounts offered must be specifically authorized by contracts with each provider and that complete, accurate lists of participating providers and their discounts be readily available to consumers.

Requires health discount plan administrators to provide their name, address, and telephone number, and grants consumers a 30-day cancellation period with full refund of payments minus a nominal processing fee.

Authorizes the Commissioner of Insurance to adopt additional regulations to prevent unfair or deceptive practices related to health discount plans.
