Amends Section 99-41-17 of the Mississippi Code to revise eligibility grounds for crime victims' compensation under the Mississippi Crime Victims' Compensation Act.

Adds new disqualification: victims who are under actual or constructive supervision of a department of corrections for a felony conviction within 5 years prior to the injury or death for which compensation is claimed.

Adds new disqualification: victims engaged in conduct unrelated to the crime at the time of the criminally injurious conduct that constituted either a felony or a delinquent act that would constitute a felony if committed by an adult.

Expands motor vehicle exception to include injuries caused by vehicles violating school bus laws under Section 63-3-615, allowing compensation claims in those cases.

Effective date: July 1, 2013.
