Creates a Commission on Starkville Consolidated School District Structure with seven members to review current school district structure in Starkville and Oktibbeha County and make recommendations to the legislature by March 1, 2014.

Requires administrative consolidation of the Oktibbeha County School District and Starkville School District into one countywide municipal separate school district effective July 1, 2015, with the central office located in Starkville.

Maintains Oktibbeha County School District under Mississippi Recovery School District conservatorship until the consolidation becomes effective on July 1, 2015.

Establishes that the new Starkville Consolidated School District board shall initially consist of existing Starkville School District board members, with future vacancies filled by county board of supervisors election.

Grants a three-year waiver from accountability and state assessment requirements for students from the former Oktibbeha County School District when determining the consolidated district's accreditation level.
