HB 719 Summary

• Reenacts and revises Mississippi's Individual On-Site Wastewater Disposal System Law, extending the repealer date from July 1, 2013 to July 1, 2018.

• Grandfathers all existing individual on-site wastewater disposal systems as of July 1, 2014 until a valid complaint is registered or property owner requests inspection by the department.

• Creates a Wastewater Advisory Council composed of 21 members representing various stakeholders including manufacturers, installers, environmental agencies, industry associations, and academic institutions to advise the department on wastewater disposal systems.

• Modifies certification and fee requirements for installers, pumpers, professional evaluators, and manufacturers; requires advanced treatment systems to be tested and listed by ANSI third-party certifying programs.

• Changes terminology from "sewerage" to "centralized wastewater treatment" systems throughout and revises approval procedures, allowing property owners to obtain variances from department requirements by submitting licensed engineer reports demonstrating proper wastewater treatment.
