Establishes a tiered bonding requirement for professional bail agents: initial $30,000 bond enables bonding up to $500,000, and an additional $50,000 bond enables bonding up to $2,000,000.

Requires circuit clerks to notify the Department of Insurance every six months of any professional bail agents who fail to post the additional qualification bond once they reach $500,000 in bonding.

Mandates automatic license revocation if a professional bail agent fails to post the additional required bond within 60 days of receiving notice from the Department of Insurance.

Maintains existing forfeiture procedures, including court-ordered department declaration of bond forfeiture and license revocation if a bail bond judgment remains unpaid after 90 days.

Takes effect July 1, 2013.
