Requires constables compensated on a fee basis who are members of the Public Employees' Retirement System to file annual compensation reports with the Public Employees' Retirement System by April 15 each year.

Changes the filing requirement from the Secretary of State to the State Auditor, who designs the reporting form to include gross receipts and necessary expenses information.

Establishes penalties for non-compliance including fines up to $5,000 for willful failure to file, and forfeiture of all fees collected after May 1 if the report is not filed by that date.

Requires the State Auditor to notify the Attorney General of delinquent constables, authorizing the Attorney General to prosecute violations and pursue injunctive action in chancery court.

Makes the act effective upon approval under the Voting Rights Act of 1965, as amended.
