Defines "crimes with bail restrictions" to include capital murder, murder, drive-by shooting, kidnapping, rape, sexual battery, armed robbery, carjacking, arson, burglary, obstruction of justice, escape, jury tampering, felon in possession of weapons, drug-related felonies, and racketeering felonies

Limits bail options for these restricted offenses to cash, surety bonds, or property bonds secured by Mississippi real estate with unencumbered equity equal to the bail amount plus $20,000

Creates a presumption favoring full cash-only bail when defendants charged with restricted offenses have two other pending indictable cases, two prior felony convictions, one prior conviction for murder/manslaughter/rape/sexual battery/kidnapping/bail jumping, or were on parole at arrest

Requires property bond owners to file an affidavit including legal property description, encumbrances, market value from a licensed appraiser, and sole ownership statement

Effective date of July 1, 2013
