Requires all applicants for soliciting bail agent or bail enforcement agent licenses applied for after July 1, 2013, to successfully complete a limited examination administered by the department for restricted lines of business.

Maintains existing prelicensing education requirement of 40 classroom hours (in-person only, not online or correspondence) approved by the Professional Bail Agents Association of Mississippi for initial licensees.

Requires continuing education of 8 classroom hours per year (16 hours total per two-year license period) for renewal, with exemptions for first-year licenses and agents age 65+ with 20 continuous years of experience.

Mandates fingerprint submission and criminal history background checks conducted by the Department of Public Safety and FBI for all applicants beginning July 1, 2011, with fees paid by applicants.

Takes effect July 1, 2013.
