Creates the Mississippi Interagency Council on Homelessness to establish, develop and implement a ten-year plan to end homelessness with focus on homeless children, youth, families, individuals and veterans

Council must annually report to the Governor, House, Senate and public on progress toward meeting goals and objectives

Council membership includes representatives from Governor's office, legislature, Department of Health and Human Services, Department of Mental Health, Mississippi Development Authority, Department of Education, homeless advocacy organizations, school districts, emergency shelters, and youth/veteran/child care programs

Council members serve without compensation; council operates without state appropriation but may accept public or private donations; state legislature provides administrative staff and support

Takes effect July 1, 2013
