Prohibits persons under 18 years of age from operating a motor vehicle on a highway while using a wireless communication device to send or receive a written message while the vehicle is in motion.

Prohibits bus drivers from using wireless communication devices while operating a passenger bus with minors on board, except for emergencies or official school business (for school bus drivers).

Exempts law enforcement, emergency vehicles, reporting reckless behavior, emergency situations, parked vehicles, vehicle operational technology, and vehicle navigation systems from the restrictions.

Violations are misdemeanors punishable by fines up to $500, or up to $1,000 if the violation occurs during a motor vehicle accident.

Effective date: July 1, 2013.
