HB 769 - Mississippi Energy Sustainability and Development Act

• Transfers energy-related powers and duties from the Board of Energy and Transportation to the Mississippi Development Authority Energy and Natural Resources Division.

• Requires the division to develop and implement a Mississippi Energy Plan focused on promoting energy development, job creation, research, renewable technologies, and energy efficiency across public and private sectors.

• Establishes a State Energy Management Plan for state-owned facilities with mandatory energy data reporting from state agencies, higher education institutions, and school districts, with compliance requirements and eligibility restrictions for state funding.

• Lowers the minimum capital investment threshold for energy projects from $1 billion to $50 million and extends the bond issuance deadline for the Energy Infrastructure Revolving Loan Program from July 1, 2013 to July 1, 2016.

• Repeals obsolete provisions related to petroleum allocation, motor pool planning, and school energy conservation loan programs while establishing new duties for compiling data on state biomass resources, energy infrastructure, and production capacity.
