Amends Section 75-27-59 of Mississippi Code to establish civil administrative penalties for weights and measures violations in addition to existing criminal penalties.

Director or designee may assess administrative penalties of $100-$1,000 for first violation, $100-$2,000 for second violation within 12 months, and $1,000-$3,000 for third violation within 18 months of the first violation.

Persons assessed administrative penalties have the right to request an administrative hearing within 30 days of receiving the penalty notice, with decisions subject to judicial review.

Unpaid civil penalties after exhausted administrative appeals may be collected through civil action brought by the director in any court of competent jurisdiction.

All collected civil penalties are transmitted to the General Fund; effective date is July 1, 2013.
