Amends Section 19-5-15, Mississippi Code of 1972, to prohibit county boards of supervisors from using county equipment and employees to bury dead livestock from commercial livestock operations, with a limited exception for poultry.

Retains existing authority for counties to bury livestock that died from epidemics or contagious diseases when certified by a licensed veterinarian.

Allows counties to bury poultry from concentrated animal feeding operations containing at least 10,000 heads per house that died from natural disasters, man-made disasters, or other emergencies, subject to Mississippi Board of Animal Health requirements.

Requires owners to provide written permission and execute a liability waiver before counties may bury poultry, and requires burial on the owner's premises, owner-provided property, or an approved site.

Takes effect July 1, 2013.
