Establishes various state assessments imposed on individuals convicted of traffic violations, implied consent law violations, game and fish violations, misdemeanors, and felonies in Mississippi courts.

Traffic violations assessed at $90.50 per violation through June 30, 2014, then $88.59 thereafter, with funds distributed to multiple accounts including court education, prosecutor education, law enforcement training, and emergency services.

Implied consent law violations (DUI-related) assessed at $243.50 per violation, with higher amounts directed to driver training, emergency medical services, and alcohol safety programs.

Speeding violations assessed at $10-$30 depending on speed (10-20, 20-30, or 30+ mph over limit), with reckless and careless driving each assessed at $10, with all funds directed to Mississippi Trauma Care Systems Fund.

Requires court clerks to collect assessments monthly and deposit with State Treasurer, prohibits payment by personal check, and prohibits courts from suspending or reducing assessments even if fines are suspended.
