Authorizes issuance of $1,000,000 in state general obligation bonds to fund grants to small municipalities (population 10,000 or less) and limited population counties (population 30,000 or less), with bonds not to be issued after July 1, 2017

Requires at least 5% of funds deposited into the Small Municipalities and Limited Population Counties Fund after July 1, 2013, be used to make grants to municipal historical hamlets

Allows Mississippi Development Authority to use up to 3% of bond proceeds to reimburse reasonable administrative costs for assistance related to grant projects

Creates the Mississippi National Guard State Active Duty Fund with authorization to receive up to $2,500,000 from the State General Fund to defray state active duty expenses, with reimbursement from federal or state emergency management agencies and unexpended balances carried forward

Takes effect July 1, 2013
