Establishes state public policy that every person in Mississippi may freely choose or decline any health care services and health insurance without penalty, tax, or fine.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system or insurance plan.

Allows persons and employers to pay directly for lawful health care services without penalties, and permits health care providers to accept direct payment without penalties or fines.

Declares void any law that restricts a person's right to purchase or refuse to purchase health insurance, or that imposes punishment for exercising these rights.

Takes effect July 1, 2013, with the Attorney General authorized to defend or prosecute rights protected under the act.
