Amends Section 17-5-15 of the Mississippi Code to authorize counties and municipalities to sell or transfer title of equipment to other counties and municipalities, in addition to existing lending and leasing authority.

Equipment and operators may be lent, leased, sold, or transferred for amounts and terms determined by governing authorities, but may only be used for public projects.

Agreements may include an equipment operator's fee equal to the average hourly salary paid to operators of such equipment by the lending, leasing, selling, or transferring entity.

Proceeds from lending, leasing, selling, or transferring equipment must be deposited into the road and bridge fund of the county or the municipal general fund, as applicable.

Effective date: July 1, 2013.
