Authorizes sheriffs and their deputies to use radar speed detection devices on public roads, streets, and highways outside municipal corporate limits for enforcing speed limits in designated school zones.

Amends the law to clarify that municipal radar use applies to municipalities with populations of 2,000 or more, universities with more than 2,000 students, and municipalities exceeding 15,000 population on federally designated highways.

Requires funds collected from violations in school zone special areas be used by counties for school safety through school resource officers, law enforcement officers assigned to schools, or safety training for school faculty and staff.

Prohibits the Mississippi Highway Safety Patrol from setting up radar on highways within municipalities with populations exceeding 15,000.

Effective date: July 1, 2013.
