Amends Section 9-11-29, Mississippi Code of 1972, to clarify annual training requirements for justice court clerks and deputy clerks appointed under Section 9-11-27.

Requires the training course to be known as the "Justice Court Clerks Training Course" and consist of at least 12 hours of instruction, with content and scheduling determined by the Mississippi Judicial College of the University of Mississippi Law Center.

Clarifies that the judicial college shall issue certificates of completion to clerks and deputy clerks who complete the required course.

Specifies that clerks who fail to file required training certificates cannot perform duties of office and are not entitled to compensation until certificates are filed.

Effective date: July 1, 2013.
