Amends Mississippi Code Section 63-11-30 to prohibit nonadjudication for minors under age 21 with a blood alcohol concentration of 0.08% or more; courts may only grant nonadjudication if they provide written justification to the Commissioner of Public Safety within 5 days.

Minors with blood alcohol concentration between 0.02% and 0.08% remain eligible for nonadjudication on first offense only, with court discretion and a confidential registry maintained by the Department of Public Safety.

Maintains existing penalties for minors including 90-day license suspension and $250 fine for first offense, up to license suspension until age 21 or 2 years (whichever is longer) for third or subsequent offenses.

Requires diagnostic assessments and treatment completion at Department of Mental Health certified facilities for minors with second and subsequent convictions seeking license reinstatement.

Takes effect July 1, 2013.
