Amends Section 93-17-13 of Mississippi Code to allow a natural parent whose parental rights were previously terminated to petition for adoption of their biological child.

Requires that the parent with custody of the minor child consent to the adoption petition filed by the biological parent whose rights were terminated.

Requires findings from both the guardian ad litem and judge stating that the adoption is in the best interest of the child before the adoption can be allowed.

Effective July 1, 2013.
