Authorizes the Mississippi Public Service Commission to approve "rate mitigation plans" that phase in revenue requirements for newly constructed electric generating facilities over a period of up to 10 years

Electric utilities may file for a rate mitigation plan no earlier than 12 months before a generating facility is scheduled to begin commercial operation

Once a rate mitigation plan receives final approval and all appeals expire, the order becomes irrevocable and cannot be amended, modified, or terminated by the commission or any other state governmental authority during the mitigation period

Revenue adjustments made during an approved rate mitigation plan do not constitute rate changes requiring separate regulatory proceedings under standard rate-setting statutes

The commission retains authority to act if the generating facility is abandoned, cancelled, or fails to become operational for electric service
