Directs State Fiscal Officer to transfer $139,196,529.00 to the Budget Contingency Fund during fiscal year 2014 from six specified state funds, including $109.8 million from the Working Cash-Stabilization Reserve Fund and $17.6 million from the General Fund.

Extends the repeal date of the Health Care Trust Fund statute from July 1, 2013 to July 1, 2016.

Extends the repeal date of the Health Care Expendable Fund statute from July 1, 2013 to July 1, 2016 and requires transfer of $23.1 million from the Health Care Trust Fund to the Health Care Expendable Fund during fiscal year 2014.

Authorizes transfer of up to $2 million from the Capital Expense Fund to cover repairs from the March 18, 2013 hail storm, with repayment required by June 30, 2014.

Authorizes transfer of up to $15 million from the Capital Expense Fund to continue operations of the MAGIC data processing system, with repayment required by June 30, 2014.
