Requires all health insurance plans in Mississippi to provide coverage for telemedicine services to the same extent as in-person consultations, with deductibles and co-payments capped at the same levels as in-person visits.

Defines "telemedicine" as real-time interactive audio, video, or electronic media delivery of health care services such as diagnosis, consultation, or treatment, excluding audio-only telephone, email, or facsimile.

Authorizes licensed health care practitioners in Mississippi to provide treatment recommendations and prescribe medications after performing appropriate examinations through telemedicine, held to the same standards as traditional provider-patient settings.

Allows health insurance plans to limit telemedicine coverage to providers in an approved network and to cover only medically necessary services as specified in policy terms.

Amends the State and School Employees Health Insurance Plan to include telemedicine coverage requirements, effective July 1, 2013.
