Prohibits the sale of timber or gravel on owner-financed mortgaged property when these materials are part of the mortgage's security interest without notifying and obtaining permission from the mortgage holder.

Establishes the violation as a misdemeanor punishable by a fine of up to $1,000, imprisonment in county jail for up to six months, or both.

Requires convicted persons to pay restitution equal to the total value of the timber or gravel sold, which applies toward the outstanding mortgage balance.

Excludes after-acquired property from the prohibition's scope unless the mortgage parties specifically agreed to include it.

Effective date is July 1, 2013.
