Amends Mississippi Code sections 83-9-203 and 83-9-213 to exclude any law, rule, or program that would compel persons or entities to participate in any health care system from the Comprehensive Health Insurance Risk Pool Association's scope.

Prohibits the association from enforcing any requirement that would prevent persons from paying directly for lawful health care services or prevent providers from accepting direct payment for lawful health care services.

Adds language limiting the Commissioner of Insurance's authority to establish additional powers and duties of the association board "within the limitations imposed by this section."

Maintains all existing powers and duties of the association related to establishing procedures, collecting assessments, managing claims, and providing health insurance coverage to eligible citizens.
