Removes the Public Service Commission's ability to regulate rates of utilities and electric power associations when more than one such utility operates within a municipality.

Exempts cooperative gas or electric power associations from rate regulation by the Public Service Commission when providing service to members in a municipality, except as provided in Section 77-3-17.

Maintains existing exemptions from rate regulation for municipally operated utilities and clarifies that the commission shall not regulate rate sales and/or distribution of services by municipalities, cooperatives, and certain nonprofit water/sewage disposal entities.

Permits multiple utilities holding certificates of convenience and necessity to operate within the same municipality within their respective certificated areas without requiring further commission approval for facility extensions.
