Deletes the July 1, 2015 repeal date for Section 7-7-211, making permanent the State Auditor's powers and duties regarding audits of state agencies, local governments, and school districts.

Deletes the July 1, 2015 repeal date for Section 7-7-213, making permanent provisions governing the State Department of Audit Fund and cost-sharing arrangements for audits, with costs capped at $30 per man-hour plus actual costs of independent specialists.

Deletes the July 1, 2015 repeal date for Section 29-9-13, making permanent the requirement that State Auditor representatives conduct physical audits of actual items and properties shown on state agency inventories.

Authorizes state agencies to furnish personnel to assist in physical inventory audits and requires auditors to report inventory status upon completion of each audit.

Takes effect July 1, 2013.
