Amends Section 19-3-71 of the Mississippi Code to revise qualifications for county fire services coordinators appointed by county boards of supervisors.

Removes requirement that county fire services coordinators be firefighters serving on volunteer or municipal fire department crews.

Establishes new requirement that coordinators demonstrate fire-related knowledge and experience while meeting guidelines set by the Commissioner of Insurance.

Allows the director of the local emergency management organization to serve as coordinator if they meet the revised criteria.

Prohibits compensation for the coordinator position from being paid using insurance rebate monies from the County Volunteer Fire Department Fund; effective July 1, 2013.
