Requires an affirmative vote by a majority of the quorum (rather than a majority of all members) to conduct business at municipal council and board of aldermen meetings across multiple forms of Mississippi municipal government

Amends voting requirements for mayor-aldermen municipalities, commission form municipalities, council-manager municipalities, and other municipal governing structures under Mississippi Code Sections 21-3-19, 21-5-13, and 21-9-39

Authorizes council-manager form municipalities to establish quorum by teleconference or video means as provided in existing state law

Maintains existing quorum requirements (majority of members must be present) but changes the threshold needed to pass motions, resolutions, and ordinances from majority of total membership to majority of those present

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under Section 5 of the Voting Rights Act of 1965
