Reenacts the Mississippi Telephone Solicitation Act (Sections 77-3-701 through 77-3-735) to establish consumer protections against unwanted telemarketing calls.

Requires telephone solicitors to purchase access to a "no-calls" database maintained by the Mississippi Public Service Commission before contacting consumers who have registered their objection to solicitations.

Establishes calling restrictions including announcements of name/company/purpose at call start, permitted hours of 8:00 a.m. to 8:00 p.m. Central Time, and prohibition of Sunday calls.

Exempts certain entities from the act including real estate agents, motor vehicle dealers, insurance agents, financial institutions, charitable organizations, and those with established business relationships with consumers.

Extends the repealer date of the telephone solicitation provisions from July 1, 2013, to July 1, 2016, and establishes civil penalties up to $5,000 per violation for violations investigated and enforced by the Public Service Commission.
