School districts placed under state conservatorship on or after July 1, 2013, must meet specific exit criteria before the conservatorship can be removed, including attaining "B" accreditation status

Exit criteria requirements include: demonstrating academic improvement as measured by Quality Distribution Index (QDI), two consecutive years of clean external audits with "no material findings," and maintaining a positive fund balance for two consecutive years

School districts must also be repaying any state financial loans according to contractual agreements and have established required parent-teacher councils before exiting conservatorship

The State Board of Education must certify the specific exit criteria to the local school board and publish them in a local newspaper when appointing a conservator

The bill removes the previous requirement that a conservator present a corrective action plan within 45 days of appointment
