Amends Mississippi law to allow open carrying of handguns in plain sight on a person or in a vehicle for self-defense purposes, defined as a holstered handgun that is not hidden or concealed from observation.

Exempts open carry from prohibited locations including police stations, courthouses, schools, airports, churches, government buildings, and establishments primarily serving alcohol, among others.

Clarifies that existing concealed carry license requirements under Section 45-9-101 remain in effect, with the same eligibility criteria, fees ($100 for initial license, $50 for renewal), and background check procedures.

Adds definition of "plain sight" to state law to include a holstered handgun visible to observers, effective July 1, 2013.

Does not authorize registration of firearms or serial numbers, and does not affect existing concealed carry license reciprocity with other states.
