Places exclusive administrative control of the Unemployment Trust Fund and Unemployment Compensation Fund under the Mississippi Department of Employment Security (MDES), removing shared control with other entities.

Authorizes MDES to administratively issue garnishments to collect delinquent employer taxes and recover unemployment benefit overpayments without prior court action.

Requires unemployed individuals to actively seek work to be eligible for benefits and restricts the one-week waiting period waiver to only presidential disaster declarations that specifically authorize individual assistance.

Expands the definition of "debtor" and "refund" under income tax refund setoff provisions to include corporations and partnerships, and changes notice requirements to allow electronic delivery instead of registered mail.

Charges employers against their experience rating if they fail to respond timely or adequately to MDES requests for information relating to an unemployment claim later determined to be improperly paid, unless good cause is shown.
