Creates the "IVF Parental Protection and Adoption and Ethical Treatment of Human Embryos Act" establishing legal procedures for embryo adoption, allowing written contracts between legal embryo custodians and recipient intended parents to transfer parental rights before embryo transfer.

Permits recipient intended parents to petition superior court for expedited adoption or parentage orders before or after birth of a child, with written embryo relinquishment contracts acceptable in lieu of traditional surrender of rights.

Prohibits creation of in vitro human embryos by any means other than fertilization of a human egg by human sperm, and bans creation or transfer of human-animal hybrids and transfer of human embryos into nonhuman wombs.

Limits embryo transfer numbers to two embryos for women under age 40 and three embryos for women age 40 and over using their own eggs, and two donated eggs or adopted embryos regardless of age.

Establishes that living in vitro human embryos are biological human beings not property of any person or entity, requires medical facilities meet American Society for Reproductive Medicine standards, and prescribes penalties of $500-$1,000 fines and professional license sanctions for violations.
