Changes the title of the Mississippi Nursing Practice Law to the "Mississippi Nurse Practice Law" and clarifies that the board is a consumer protection agency with authority to regulate nursing practice and establish scope of practice.

Revises the Mississippi Board of Nursing composition from a more complex structure to 13 members consisting of seven (7) registered nurses (including one advanced practice registered nurse), four (4) licensed practical nurses, one (1) physician, and one (1) consumer representative.

Expands and clarifies licensure procedures for registered nurses, licensed practical nurses, and advanced practice registered nurses (APRNs), including requirements for internationally educated applicants and criminal background checks.

Reorganizes disciplinary procedures by creating a hearing panel system, establishing alternative programs to discipline as alternatives, and consolidating procedures for restoration of revoked or suspended licenses into a new Section 73-15-32.

Removes the requirement that board funds be deposited in the state treasury and allows administrative funds to be deposited into a special operating account; increases various licensing fees and reinstatement fees; and repeals Section 73-15-25 regarding vocational education contracting for practical nursing standards.
